Fix Headlines user view function to allow call by xar:module or xarModFunc

This file updates the Headlines User View function. It allows the function to be called using the <xar:module ... /> blocklayout tag, or directly using xarModFunc( .. ) .
This bug can be found at http://bugs.xaraya.com/show_bug.cgi?id=6213. This patch has been submitted to that bug

Module Functions
To use this file, rename the original user-view.php file located in {webroot}/modules/headlines/xaruser/ folder, and then copy this file to that folder. You should now find that you can call headlines using either method described above.
